Advocate Utsav Bains appointed by the President of India as Special Public Prosecutor for the Narcotics Control Bureau (NCB) at Delhi High Court & by National Highways Authority of India (NHAI) as counsel for New Delhi.

The President of India has appointed Advocate Utsav Bains as Special Public Prosecutor of the Narcotics Control Bureau (NCB) for Delhi High Court. The appointment has been approved by the President of India and will be for three years.

As per an order issued by the Narcotics Control Bureau headquarters, “The President is pleased to appoint Advocate Sh. Utsav Singh Bains as Special Public Prosecutor for a period of 3 years to represent NCB u/s 24(8) of CrPC before the Hon’ble Delhi High Court on the terms and conditions of the Ministry of Law and Justice.”

NCB is a central law enforcement and intelligence agency under the Ministry of Home Affairs, Government of India, tasked with combating drug trafficking and using illegal substances under the provisions of the Narcotic Drugs and Psychotropic Substances Act.

Utsav Bains, through another order, has been appointed counsel for the National Highways Authority of India (NHAI) for Supreme Court of India. NHAI is a nodal agency of the Ministry of Road Transport and Highways and is responsible for managing national highways in India.

The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) has also appointed Bains as its counsel for Delhi High Court. DSIIDC is responsible for development of major government infrastructure projects in Delhi.

Bains has represented victims in important anti-terror cases such as the 2019 Pulwama terror, 1993 Bombay Blast, 26/11 Mumbai terror attack, and Kashmiri Pandit murders by terror accused Bitta Karate. He completed law from Panjab University and was visiting researcher at Harvard Law School from 2013 to 14. He is the grandson of Justice Ajit Singh Bains, a former judge of the Punjab and Haryana High Court and son of noted Senior Advocate RS Bains.
