The Kerala high court on Friday asked the chancellor to inform it of the criteria adopted for selecting and appointing Dr Ciza Thomas as interim vice-chancellor of APJ Abdul Kalam Technological University (APJAKTU). Governor Arif Mohammed Khan is the chancellor of universities in the state.

Justice Devan Ramachandran also asked why the charge of the vice-chancellor was not handed over to the vice-chancellor of any other university as is proposed under the university statute. The chancellor should inform these aspects in the form of a statement, the court said. The court was considering a petition filed by the state government challenging the appointment.

The chancellor had made the appointment after the Supreme Court declared the appointment of the university vice-chancellor as void ab initio as it was made in violation of the UGC regulations.

Earlier this week, the high court had asked the government to inform whether the pro-vice-chancellor of the university can continue in the post in view of the law laid down by the apex court in the vice-chancellor’s case.
After considering the government’s petition during the admission hearing, the court had said that a prima facie case has been made out in the challenge against the chancellor’s decision to appoint an interim vice-chancellor.
The government had also sought acourt directive to the chancellor to appoint the APJAKTU pro-vice-chancellor or the vice chancellor of any other university in the state or the secretary of the higher education department as the vice-chancellor.

Such an order is required as it is so specified under Section 13(7) of the APJ Abdul Kalam Technological University Act, 2015, it contended. The court will hear the case again on Monday.
