KOCHI: The Kerala high court on Thursday said the state police chief issuing a circular is not enough to stop police atrocities and that action should be taken to implement it.

After considering a compliance report filed by the police chief regarding directions issued by the court earlier, justice Devan Ramachandran asked the police chief to file a further report explaining the steps taken to implement the circular to stop police atrocities.

In the order, the court said, “As is evident from the judgment I have delivered, good behavior and civilized conduct by Police Officers is not merely a desideratum but an obligation. It is, therefore, not merely sufficient that the state police chief issues circulars but it should be ensured that every police officer adheres and abides by the same.”

Unless it is made known to all officers that their misdemeanor and violations of the various judgments and orders of the high court will not be tolerated and that they will be accountable for the same, no real change is possible, the court said.

“This cannot be allowed and the State Police Chief will have to demonstrate that the judgments of this Court are being implemented, obeyed and adhered to by everyone in the Police Force, in its letter and spirit,” the order further stated.

While asking the police chief to file a further report on action taken, the court warned that it will not hesitate to hold superior police officers personally liable if they fail to take action against atrocities by the police personnel.
